No, just a bug with your game. Maybe you have mods installed that prevent the alerts or something. Or maybe you didn’t enable the dlc correctly and they aren’t actually installed. It doesn't matter. I'd put in more than a dozen hours the first time before I even downloaded any of the DLCs.

I'm not too sure you really can forget MZ, though. I almost forgot The Pitt, however. I did read that the chest it's in respawns/disappears once you leave the DLC.
The main part is that you can't continue playing after the final quest without the DLC.
